Data Governance Specialist (temporary position, 80-100%)

The Health Directorate ensures high-quality and economically sustainable healthcare in the Canton of Zurich. It guarantees comprehensive medical treatment and care and promotes the health of Zurich's population. Data is the foundation for sound decisions—in administration as well as elsewhere. For the implementation of the cantonal Data Governance Framework within the Health Directorate, we are seeking a Data Governance Specialist (80-100%)
to start on January 1, 2027, and continue until December 31, 2028 .

Your tasks

  • Introducing a cantonal data governance framework in collaboration with the data governance management in the offices and the general secretariat of the health directorate.
  • Proactively identifying gaps and proposing solutions within the existing governance framework.
  • Governance support: You support data owners and data stewards, moderate decision-making and voting processes, and guide them through governance workflows.
  • Preparation and execution of workshops and presentations for different stakeholder groups, mostly without prior data governance knowledge; coordination of exchange formats.
  • Coordination and tracking of contributions from the offices and departments — you keep track of who has already delivered, what is still outstanding, and ensure that nothing is left undone.
  • Contributing to the development of best practices, strategies, guidelines, standards and process documentation.

Your profile

  • You have practical experience with data, for example as a data analyst, data steward, or in a comparable role with data-related responsibilities.
  • You have a strong understanding of data structures, data quality and tools, and enjoy delving into data modeling.
  • You have already worked in a data governance framework — a formal title is not required, what is important is an understanding of how governance works in practice.
  • You work in a structured, careful and independent manner; you recognize what needs to be done and do not wait for someone else to initiate it.
  • Analytical thinking: You quickly recognize complex relationships, think in a networked way, and present information clearly and understandably.
  • You communicate clearly and convincingly at all hierarchical levels — even to an audience without a technical background; you can make a topic understandable and win people over.
