Mission:

Our client is looking for a Senior Project Manager, with experience on IT obsolescence treatment projects carried out with Agile and/or waterfall methodologies. The incumbent will work primarily on a project to treat the obsolescence of a Siebel product, integrating the OPA (Oracle Policy Automation), OBIEE (Oracle Business Intelligence Enterprise Edition) and BIP (Oracle BI Publisher) components. The versions of these technologies, which have become obsolete, require replacement or modernization to guarantee the sustainability of the information system, its compliance and its strategic alignment. The main objective is to:

  • Migrate the product's Siebel version (15.7) to an up-to-date version (24+);
  • Identify and assess the relevance of retaining the non-standard OPA rules engine, with the support of technical experts;

If OPA is retained, migrate the rules engine version to an up-to-date version (Oracle Intelligent Advisor 24+) o Migrate OBIEE to a standard BI tool (Power BI, QlikSense);

  • Migrate BI Publisher to a standard application publishing tool (HP Dialogue, Empower); Maintain and improve existing business processes via the new tools;
  • Identify and evaluate the implementation of an outsourced structure for the maintenance and incident handling of the modernized system; o Guarantee a transition without major interruption of services;
  • Ensure the project roadmap (BUILD) in parallel with the operational roadmap (RUN);
  • Complete the assets allowing the client to increase the level of control in the operation of the solution (monitoring elements, documentation, etc.).

Your role:

– Project management

  • Develop the detailed project plan, including milestones, budget, and required resources;
  • Ensure effective coordination between IT teams, business users, and potential suppliers Identify risks related to modernization and propose mitigation plans;
  • Monitor KPIs and report to management and the various Committees (COPIL, COMOP, COPROJ).

– Needs analysis

  • Coordinate an audit of existing functionalities on Siebel, OBIEE, OPA, and BI Publisher;
  • Coordinate the collection of stakeholder needs for new tools (Power BI/QlikSense, HP Dialogue/Empower);
  • Identify specific requirements to ensure the maintainability and scalability of the modernized information system.
    • Technical architecture and migration
  • Rely on the target architecture and existing documentation for the integration of new tools;
  • Oversee data migration work, analytical models and processes.

– Change management

  • Implement strategies to minimize the impact on business operations;
  • Manage testing phases (UAT, integration tests, performance tests)
  • Implement a support plan to ensure continuity of services;
  • Validate deliverables by ensuring their compliance and quality with business expectations (1:1); Develop communication and training plans for end users.

– Transition and deployment

  • Supervise the switch to the new infrastructure;
  • Prepare and maintain technical and user documentation for new tools.

– In the case of the implementation of outsourcing of maintenance

  • Define the selection criteria for service providers responsible for maintenance (technical skills, availability, SLA, contractual compliance in Switzerland);
  • Develop tender documents specific to maintenance needs;
  • Publish the call for tenders and organize the reception of applications;
  • Evaluate proposals based on predefined criteria (quality, cost, SLA, past experiences)
  • Supervise the negotiation and signing of the contract;
  • Oversee the transition to outsourced maintenance;
  • Coordinate the transfer of knowledge between internal teams and the selected service provider;
  • Ensure the implementation of appropriate operational processes and management tools;
  • Integrate specific elements for outsourced maintenance into the documentation.

Your profile:

  • Experience in managing calls for tender and contracts for outsourced services and in their implementation;
  • University Master's degree in computer science, EPF engineering diploma or equivalent
  • Project management certification desired (eg: HERMES, PMP, Prince2 Practitioner, IPMA C/B/A)
  • Benefit from 8 years or more of experience in managing complex IT projects, with particular expertise in the modernization and maintenance of software or ERP packages;
  • Solid understanding of ERP/software environments (SAP, Oracle, Microsoft Dynamics, or equivalent);
  • Knowledge of complex systems integration and migration processes;
  • Ability to evaluate solutions, cost them and acquire IT goods or services from suppliers;
  • Knowledge of Swiss laws and regulations relating to public procurement (LMP, OMP, case law, etc.);
  • Be an expert in project management and associated tools (MS Project), including mastery of a project management methodological framework (e.g.: Hermès, PMI, Prince2, or IPMA);
  • Have the ability to quickly gain knowledge of both technical (tool migration), functional (ergonomic improvements) and business (legal developments) project issues;
  • Simultaneous management of several projects (HERMES a plus) within a company or state organization;
  • Ability to articulate clear and concise project mandates that align teams and stakeholders with the objectives to be achieved;
  • Ability to develop project roadmaps to achieve objectives;
  • Ability to structure, mobilize and coordinate project teams to carry out the tasks required to achieve objectives;
  • Ability to maintain a climate of trust within project teams by taking into consideration needs/feedback
  • Knowledge of reporting and business intelligence tools (such as OBIEE, Power BI, QlikSense);
  • Knowledge of publishing tools (such as Oracle BI Publisher, HP Dialogue, Empower);
  • Excellent ability to interact with teams in a complex environment;
  • Expertise in risk identification, understanding and development of mitigation plans;
  • Expertise in writing technical, functional and legal documents;
  • Excellent command of JIRA;
  • Good command of outsourcing processes and SLAs for maintenance;
  • Flexibility, adaptability, positive attitude towards changes
  • Ability to keep an overview (System thinking);
  • Experience acquired within an administration or large establishments in French-speaking Switzerland.
  • Solid understanding of Siebel environments (v15.7 or later) and associated tools (OBIEE, OPA, BI Publisher);
